Elizabeth De Winton, communications manager at Ofcom, said the move could mean a fairer deal for consumers.
"Ofcom has been calling for text and data roaming charges to come down for some time. We welcome the Commission's proposal to introduce a wholesale and a retail cap on text roaming," she said.
"We also welcome moves to protect consumers from 'bill shock' when using data services abroad. In particular, Ofcom welcomes moves to tackle the practice of rounding up calls to the nearest minute for billing."
Legislation from the EU Commission on the issue could come into force as early as July 1st next year.
