There has been an increase in the number of people searching online for cheap broadband and mobile deals and the company believes it can give consumers more options for less money.
Kevin Russell, the firm's chief executive, commented that as the economic climate is changing, so too can people's mobile choices.
"By June 2010, 3 will have a mobile broadband network that comprises 13,000 sites and 99 percent of the UK population covered," he said.
"(This) will give us a phenomenal opportunity to reposition our brand and take a real leadership position in data services. Our key focus over the next three, four, five years has to be to leverage that differentiation in data."
People are looking to save money in all areas of their lives, with use of vouchers in supermarkets increasing, according to Nielsen's research.
