A 60 per cent drop is being predicted, the BBC reports, with message costs possibly dropping from a current rate of 23p to as low as 9p.
EU commissioner for telecommunications Viviane Reding has set a July deadline for phone companies to fall in line, or more EU sanctions could be applied to bring costs down.
The new legislation is wide-ranging, covering mobile internet charges and texts as well as proposing to reduce call rates from 36p to 27p per minute. It looks set to bring more money saving opportunities for people making cheap calls to international mobiles.
In September last year, the EU also forced the mobile industry to cut costs for calling abroad, but this move did not include texts or going online.
