Operators should develop super-fast broadband
Super high-speed broadband must be rolled out sooner rather than later to make the UK more competitive, the telecommunications regulator has said.Ofcom chief executive Ed Richards urged industry leaders at a trade conference to speed up the deployment of super-fast broadband.
He said: "Ofcom favours a regulatory environment for the next generation of networks and access that both allows and encourages operators to make risky investments, to innovate for the benefit of consumers and, if the risks pay off, for the benefit of their shareholders too."
Richards added that the regulator had to decide on a regulatory framework that would make it easier for operators to assess the rate of return they would get back on developing new infrastructure instead of developing what exists already.
"They need a time horizon that gives them a degree of assurance for a realistic period in the future; that they know for example that the regulator will not suddenly change the rules of the game to reduce the returns just as the rewards for the risk start to flow in," he concluded.
