Premium-rate services investigated

PhonepayPlus, the regulator for mobile content downloads, has announced a new investigation into the industry, following a 40 per cent rise in complaints this year already.
It claims that some consumers have been surprised to find they have had to pay some bills for downloading pictures or ringtones to their mobile.
In the first quarter, the regulator of the £350 million-a-year industry said it had received more than 4,500 complaints.
"There are clear rules when it comes to the promotion, content and delivery of mobile phone paid services," said George Kidd, PhonepayPlus chief executive.
"We expect these rules to be followed and any failings of compliance will be punished."
In 2007, the regulator imposed £360,000 of penalties, while it has already fined companies to the tune of £291,500 this year.
